NEWS: U.S. House Passes Amendment Allowing CBD for Military
In a major advance for the industry, the U.S. House of Representatives has voted to approve a measure allowing active-duty members of the military to consume hemp products (including CBD). The news comes after the Department of Defense issued a ban on CBD and other hemp-derived products, citing concerns with psychoactive tetrahydrocannabinol (THC) concentrations in products used by active and retired military members.
Amendment Included in National Defense Authorization Act
The amendment is sponsored by Representative Tulsi Gabbard of Hawaii and is included in the House version of the National Defense Authorization Act. It reads:
"The Secretary of Defense may not prohibit, on the basis of a product containing hemp or any ingredient derived from hemp, the possession, use, or consumption of such product by a member of the Armed Forces.”
The Agricultural Improvement Act of 2018 removed hemp from the controlled substances list and cleared the way for farming and agricultural usage. This led to a renewed interest in scientific CBD research and the formulation of CBD-rich products, including those manufactured by Cativa CBD. Regardless, the military has historically fought against CBD due to “an inability to distinguish between legal and illegal THC and the potential for positive urinalysis drug tests.” We’ll address those concerns in context for our company below.
What’s Next for CBD and the Military?
But first, a note on the next steps for Gabbard’s amendment. The Senate will vote on its own version of the National Defense Authorization Act in the coming days. The White House has already threatened a veto over policy differences in the House version, but the administration’s concerns do not include the amendment in question. We will follow along as the legislation moves through Washington, and keep you informed.
